大人気「ごみダイエット 裏ワザ・裏側バスツアー」を実施しました 新着情報 2009.06.24
平成21年7月から開始される「家庭ごみ有料化」に向け、ごみ減量への関心が一層高まるなか、6月24日(水)に、「ごみダイエット 裏ワザ・裏側バスツアー」を実施しました。

 このバスツアーは、家庭に身近なごみ減量方法やリサイクルされる製品について、裏ワザ(実践型)と裏側(体験型)を組み合わせもので、当初の定員40名を大幅に上回る73名の市民が参加し、「ごみ有料化」や「ごみ減量」への関心の高さが伺えました。

 まず、裏側探検一カ所目「リサイクルプラザ発寒工房」を見学し、「変身!生まれ変わる家具」と題し、市民から引き取った家具や自転車などを修理し、リユース品として販売されるまでの様子を見学しました。たくさんの機材が並んだ修理現場や、修理を終え、まるで新品同様に生まれ変わった品々を、参加者らは興味深げに見つめていました。

 その後、裏側探検二カ所目「発寒清掃工場」を見学し、「ごみ処理最前線」と題し、家庭ごみ有料化の制度内容紹介とごみピットの見学を行いました。
 生ごみのうち、未開封食品が4割を占めることに驚きの声が上がり、無駄な食材を購入せず、食べ残しを減らすことがごみ減量につながることを再確認したほか、ごみ減量の裏ワザとして、ごみの出し方の伝授をしていただきました。

 また、市内各所から搬入されてくるごみを貯えている施設の巨大さに、参加者らは口々に「大きいね」と声を上げていました。

 最後に、リサイクルプラザ宮の沢では「知って得する!ごみ減量の裏ワザ!」と題して、スライド等を使用した講習会が行われました。講師の「全ての人が買い物にマイバッグを利用すると、年間でタンカー2隻分の石油資源が節約できます」「生ごみを減らすためには、空腹で買い物をしないようにしましょう」といった具体的な説明に、参加者らは何度も頷いていました。講習会終了後には同プラザ1階で、リサイクル製品の販売等を行っている市民交流広場を見学しました。

 この日の参加者は、熱心にメモを取りながら、ごみ減量やリサイクルの裏ワザを学んでおり、7月からの新しいごみ分けルールや有料化への準備を進めていました。

A . Nishi Ward reaches 20,000-mark! October 31, 2006
The “100,000 Eco-life Declarations in Sapporo” campaign, urging us to rethink our lifestyles and live environmentally-friendly lives

Since spring 2005, Nishi Ward, as the only environment model ward in Sapporo, has actively worked on the campaign in unison with residents and communities by launching the Eco-life Declarations Summer Festival Caravan (see next page) and other programs. In October 2006, the 100,000th declaration, the target of the city, was made by Tomiko Nishino, coincidentally a resident of Nishi Ward. Following this great news, on October 31, Nishi Ward reached the 20,000 mark earlier than any other ward of the city. On November 9, at a ceremony held at the Nishi Ward Office, Yoshinori Taniguchi, Senior Director General of Nishi Ward, presented a certificate and a plaque to Mariko Namioka, a sixth-grade pupil at Nishino Daini Elementary School, who made the 20,000th declaration. She, and Mai, her sister and a third-grade student of Nishino Junior High School, enjoyed chatting with Mr. Taniguchi. The sisters made the declaration together, but Mariko, the younger of the two, got lucky crossing the 20,000-line ahead of her sister. They have always been conscious of eco-friendly lifestyles, and as one such example, chose environmental problems as topics for the independent research they had to conduct during their summer holiday. “We always pull the cord out of the wall after playing video games,” said the girls. Declarations by 20,000 Nishi Ward residents mean that one in ten residents have signed a declaration. As one, we will continue to work toward the creation of an environmentally-friendly town.

B. Eco-life Declarations Summer Festival Caravan (Summer 2006)
At the height of summer, local festivals are being held across the country, giving people pleasant memories of the season. In Nishi Ward, an environment model ward, the 100,000 Eco-life Declarations in Sapporo campaign has been advertised and registrations accepted at the venues of summer festivals and Bon festival dance since last year as grass-root efforts, encouraging environmentally conscious lifestyles. This summer, which will mark the second year of the effort, declarations can be registered at 16 venues, a large increase from last year, with the support and cooperation of several communities. The Community Promotion Section of the Secretariat of The Council of Nishi Ward Residents for the Realization of an Environmentally-Friendly Town introduced the one-section-one-division system in April, allocating officers to different districts for the campaign. This system has allowed on-site registration of declarations at multiple venues on days when several summer festivals collide. Also, local residents have helped encourage festival visitors to participate in the campaign and distributed application forms, representing the concerted efforts of the ward and communities in creating an eco-friendly town. Warm days are still ahead of us. The Eco-life Declarations Summer Festival Caravan will continue to visit communities and is calling on you to support the creation of an earth-friendly town.

●Collective efforts by the residents 2: An activity presentation session and seminar on the Realization of an Environmentally-Friendly Town February 17, 2007

An activity presentation session and seminar on the Realization of an Environmentally-Friendly Town were held at the Sapporo Comprehensive Lifelong Learning Center “Chieria” with the attendance of approximately 100 people.
The session, which marked its third year, is held to reflect on the year’s environmental activities and to make further improvements in such activities.
During the session, communities that participated in Candle Night and schools which engaged in nature observation programs among others reported on their activities. In the seminar that followed, Junko Edahiro, an active environmental journalist who frequently appears on TV, gave a talk under the title of the “Global Environment as Seen from Regional Perspectives – What We Should Do Now and What We Can Do.”
Other events also took place at the venue, including an environmental poster exhibition, a pellet stove demonstration and a publicity campaign for the upcoming FIS Nordic World Ski Championships Sapporo 2007. February 22 is the opening day of the Championships that is expected to attract many people from across the world, while also being the first anniversary of Nishi Ward achieving 10,000 Eco-life Declarations. The Council of Nishi Ward Residents intends to use this occasion to spread information about its environmental activities to the world.

●Children’s environmental activities 1: Aquatic life observation sessions

Aquatic life observation sessions for elementary school pupils are held in summer at the Kotoni-Hassamu River, a stream running through Nishi Ward which is used by locals for recreation and relaxation. Every year, some schools take their pupils to the river point nearest to their school to observe aquatic organisms, which vary between upstream and downstream locations. This is a valuable experience for the children, who rarely play in rivers nowadays, and they get absorbed in the activity, taking part with their faces lit up with excitement. They may first have difficulty finding creatures, but they soon start spotting cherry salmon, stone loaches and dobsonflies. Through the two-hour observation, the children learn the preciousness of the river and the nature.

●Children’s environmental activities 2: Children’s environmental activities presentation session December 9, 2006

The children’s environmental activities presentation session of the Children’s Council of Nishi Ward Residents was held at the Community’s Hall of the Nishi Ward Community Center with the attendance of 200 people. This was a joint effort with the Nishi Ward PTA Alliance and was the second session following last year’s. The event consisted of two parts: the essay/senryu (seventeen-syllable poem) and slogan/poster commendation ceremony hosted by the Alliance, and the children’s environmental activities presentation session of The Council of Nishi Ward Residents for the Realization of an Environmentally-Friendly Town. At the session, children enthusiastically reported on the environmental activities and studies they take part in at home and school. They expressed joy and some slight disappointment after the presentation: “we are happy that we could let people know about our activities” and “we got nervous and couldn’t do as well as usual.” Visitors were also impressed by the activities of other schools presented at the poster session.

●Local environmental activities 1: The Oishii (delicious) Eco Festa: “See, Listen and Eat” September 30, 2006

The Oishii (delicious) Eco Festa was held Saturday in the Nishimachi and Nishino districts, Nishi Ward, to promote the reduction of energy used in transporting food, under the theme “Local production, local consumption.” The organizing committee, consisting of the neighborhood association alliances of the Nishimachi, Nishino and Showa districts, Sapporo Agricultural Cooperatives Nishimachi Branch and Nishi Ward Office, hosted the event. After the proud opening declaration by Mitsuo Harada, head of the committee, and Yoshinori Taniguchi, Senior Director General of Nishi Ward, “Keiichi Nukita Talk Show” (Nukita is a well-known chef who has also appeared on TV), and “Rakkyo Live Show” (Sapporo Rakkyo is a popular soup curry restaurant) were held on the specially set-up stage. Both Nukita and Ide (owner of Rakkyo) stick to ingredients grown in Hokkaido. The venue was packed by visitors; at food booths, which gave out food samples that used ingredients grown in Hokkaido, all 2,200 samples, including croquettes and curry made under the supervision of Nukita, and Sapporo Rakkyo’s soup curry, were quickly eaten, so more samples had to be laid on. In addition, farm products sold at direct selling booths, including Komatsuna mustard plants grown in the Kobetsuzawa district, were largely sold out. The event was concluded by the Lottery of the 100,000 Eco-life Declarations campaign. Vegetables and apples grown in Nishi Ward were given to winners one after another, and the event reached full blast when Hokkaido rice (10 kg) was handed to the first-prize winner amid loud cheers. Satisfied, the people left the venue wearing smiles, thus concluding the successful Oishii Eco Festa, in which people could “Look, Listen and Eat.”

●Local environmental activities 2: Candle Night in Kotoni June 21, 2006

Candle Night is a nationwide summer-solstice event in which electric lights are turned off at night and candles are lit instead with the aim of increasing awareness of global warming. Residents of the Kotoni district established the Candle Night in Kotoni Organizing Committee in May 2006, and have since been organizing “candle events” and “lights-out” campaigns on the summer solstice and in winter.

Main activities in June 2006
[“Lights-out” promotion campaign]
The six-grade pupils of Kotoni Elementary School distributed hand-made candles and posters to shops and restaurants on the main street of Kotoni to promote the campaign. The fifth-grade pupils made the candles and the sixth-grade pupils made the posters. Starting at 8 p.m. on June 21, houses and shops turned off their lights as much as they could. The district is normally bright at night with the neon lights of businesses, but some 100 facilities “lit down” their neon signs and interior lighting, thanks to the candles and posters made and distributed by the children. Some restaurants became “candle restaurants,” in which customers dined under the romantic flames of candles, enjoying a calm and unusual atmosphere.

[Omoshiro (Interesting) Scientific Experiment Show]

Two elementary schools in the Kotoni district organized a night-sky observation session. The event changed its name to the Omoshiro Scientific Experiment Show due to rain, but the children still enjoyed learning about science and the environment. Teachers and others volunteered in helping the children experience various experiments such as flying a large hot-air balloon. The venue, crowded with 150 children and parents, was filled with the cheers of the pupils.

[Candle Night Concert]
A piano concert of amateur musicians, including small children and high school students, was held at a shopping mall. The audience enjoyed the music in a relaxing atmosphere created by candlelight. Also at the concert, the reduction of carbon dioxide emissions through the use of less lighting was called for with piano music in the background.
